Definition

Level of implementation of sustainable public procurement (SPP) policies (0-100).

The indicator is calculated using a questionnaire from the United Nations Environment Programme, which assigns a score between 0 and 100.

The questionnaire contains 6 sections:

  • A: Existence of an SPP policy/action plan and/or SPP regulatory requirements (0-1 points)
  • B: The public procurement regulatory framework is conducive to SPP (0-20 points)
  • C: Practical support delivered to procurement practitioners in the implementation of SPP (0-20 points)
  • D: SPP purchasing criteria / buying standards / requirements (0-20 points)
  • E: Existence of an SPP monitoring system (0-20 points)
  • F: Percentage of sustainable public procurement (0-20 points)

Rationale

Public procurement wields enormous purchasing power, accounting for an average of 12 percent of gross domestic product (GDP) in OECD countries, and up to 30 percent of GDP in many developing countries. Leveraging this purchasing power by buying more sustainable goods and services can help drive markets in the direction of sustainability, reduce the negative impacts of an organization, and also produce positive benefits for the environment and society.

The advancement of sustainable public procurement (SPP) practices is recognized as being a key strategic component of the global efforts towards achieving more sustainable consumption and production patterns. SPP stakeholders have long requested reliable and upto-date information on activities and organizations involved in SPP.
